On October 22, 2026, Counsellor of the Permanent Mission of Georgia to the United Nations, Ioseb Jorjoliani delivered a statement at the 22nd Plenary Meeting of the 81st Session of the UN General Assembly, dedicated to the question of equitable representation on and increase in the membership of the Security Council.

In his remarks, the Counsellor underscored the necessity of expanding the Security Council in both the permanent and non-permanent membership categories. He emphasized the importance of ensuring equitable geographical representation and stressed that adequate additional representation for the Eastern European Group remains a priority for Georgia. Furthermore, he highlighted the need for addressing the historical underrepresentation of Africa and enhancing the representation of small States, including Small Island Developing States.

Ioseb Jorjoliani paid special attention to the reform of the veto power and noted that a privileged status shall not become a shield for aggression or an obstacle in resolving conflicts in which a permanent member is directly involved. The Counsellor noted that due to the existence of the veto power, the UN Security Council is often unable to prevent and halt conflicts. In this context, he highlighted that in 2008, the Security Council failed to stop Russia's aggression in Georgia, as Russia used its veto in violation of Article 27 of the UN Charter.
