Statement by Senior Counsellor of the Permanent Mission of Georgia to the UN, Akaki Dvali at the UN General Assembly Plenary Session on the Use of Veto by the UN Security Council

On 20th of November 2024, Senior Counsellor of the Permanent Mission of Georgia to the United Nations, Akaki Dvali, delivered a statement at the 41st plenary session of the 79th United Nations General Assembly on the use of veto by the UN Security Council.

In his remarks, Senior Counsellor mentioned the importance of the UN General Assembly resolution 76/262 (known as veto initiative), which strengthens the role of the General Assembly by requiring a formal meeting of the Assembly when a veto is used in the Security Council. Akaki Dvali highlighted that Georgia was among the co-sponsors of the 76/262 resolution.

Senior Counsellor also spoke about the inability of the UN Security Council to prevent and halt conflicts due to the existence of the veto right. In this context, he stated that the Security Council was unable to stop Russia’s aggression against Georgia in 2008, since Russia used veto in breach of Article 27 of the UN Charter.

Akaki Dvali reiterated Georgia’s position on the need to restrict the right of veto in certain situations. In this regard, he stressed on the recently adopted “Pact of the Future,” which clearly reflects this necessity in the process of the Security Council reform.
