On 7 March 2024, Deputy Permanent Representative of Georgia, David Abesadze delivered a statement at the Intergovernmental Negotiations (IGN) on the UN Security Council reform, during the 78th session of the UN General Assembly.
In his statement, Deputy Permanent Representative reiterated Georgia’s stance on the need for the veto restriction in cases when: (1) the decision of the UN Security Council aims to prevent the crimes against humanity, war crimes, ethnic cleansing and genocide; (2) a member of the UN Security Council is involved in the conflict under consideration of the UN Security Council, and therefore, cannot exercise its rights impartially. It was underlined that this clause already exists in the Charter of the United Nations, namely article 27.
Deputy Permanent Representative also voiced support to the UN Security Council reform in terms of its equitable representation and enlargement by expanding of both – the permanent and non-permanent categories of membership of the UN Security Council. Namely, he underlined the need for allocating one additional seat to the Eastern European Group among the non-permanent seats, as well as allocating additional seats for the African Group, and for smaller states and Small Island Developing States (SIDS) across all regions.
David Abesadze underlined the need for enhancing accountability of the UN Security Council to the General Assembly and expressed Georgia’s readiness to stay engaged to advance the UN Security Council reform process.
The intergovernmental negotiations for the UN Security Council reform have been conducted since 2009.
