On November 20, 2025, during a plenary meeting of the UN General Assembly, a Debate on the Use of the Veto was held.

The Deputy Permanent Representative of Georgia to the UN, DavidAbesadze, highlighted the importance of Resolution 76/262 -commonly known as the Veto Initiative - adopted in 2022, noting thatGeorgia was among its main co-sponsors.

 

He recalled that Article 27 of the UN Charter obliges a party to a dispute to abstain from voting in the UN Security Council. Nevertheless, in 2008, the Russian Federation - a permanent member of the UN Security Council, and a party to the conflict – exercised a veto in violation of this provision. He emphasizedthat this action prevented the Council from halting Russia’saggression against Georgia in 2008 and the subsequent illegal occupation of Georgia’s two regions, Abkhazia and Tskhinvali region, which continues to this day.

He emphasized Georgia’s position on the need to ensure compliance with the above-mentioned article and to restrict theveto power of the permanent members of the UN Security Council in matters involving core international crimes, such as genocide, crimes against humanity, and war crimes.

In conclusion, he underlined Georgia’s adherence to continue contributing to strengthening the UN and the multilateral system.
